Stakeholder Meeting: Upcoming emission regulations for trucks

MassDEP will hold two online public stakeholder meetings to share information on upcoming regulatory efforts to address emissions from medium- and heavy-duty (MHD) on-road vehicles.

This is a meeting you simply cannot miss.

These efforts will accelerate the market for MHD zero emission vehicles and reduce emissions of oxides of nitrogen (NOx) and other criteria pollutants, toxic air contaminants, and greenhouse gases (GHG) from MHD on-road vehicles. The stakeholder meetings will cover:

  • Multi-State MHD Zero Emission Vehicle Memorandum of Understanding
  • Planned Adoption of California MHD Regulations including:
    • Advanced Clean Trucks
    • One-Time Large Entity Fleets Reporting
    • Heavy-Duty GHG
    • Low NOx Heavy-Duty Omnibus

Additional Information

The statue that requires Massachusetts to adopt California vehicle standards is M.G.L. c. 111, Section 142K.

It states in part that MassDEP …

… shall adopt motor vehicle emissions standards based on the California’s duly promulgated motor vehicle emissions standards of the state of California unless, after a public hearing, the Department establishes, based on substantial evidence, that said emission standards and compliance program similar to the state of California’s will not achieve, in the aggregate, greater motor vehicle pollution reductions than the federal standards and compliance program for any such model year.

The Clean Air Act requires states that adopt California vehicle standards to adopt standards identical to the California standards.

Note California has lots of good information on their Advanced Clean Trucks rule that would be helpful to your members in understanding the rules Massachusetts will be proposing.
